ESDM Prepares Perpres for the 100 GW PLTS Program

The Ministry of Energy and Mineral Resources (“ ESDM ”) is currently identifying regulatory needs to support the 100-gigawatt (“ GW ”) Solar Power Plant (Pembangkit Listrik Tenaga Surya- “ PLTS ”) program. In line with this, the Ministry is also preparing a draft Regulation of the President (“ Perpres ”) to serve as a policy framework for the implementation of the program.

“Regarding the 100 GW PLTS Program, we are currently discussing the Perpres,” said Renewable Energy Analyst and Coordinator for the Preparation of the Renewable Energy Program at the Ministry of ESDM, Nono Suprayetno.

The draft Perpres is being prepared to accommodate various inputs, including specific provisions for the cooperative sector. One of its key focuses is to clarify the role of the Red-and-White Village-Level Cooperatives (Koperasi Desa Merah Putih– “ KDMP ”) in managing PLTS, which has so far not been adequately regulated under the existing legal framework.

In addition, the Ministry of ESDM is also evaluating several previous regulations related to the acceleration of power plant development, including the initial-stage programs during the presidency of Susilo Bambang Yudhoyono and the 35,000 MW program under President Joko Widodo.

In the policy drafting process, two options are currently being considered: either the issuance of a new Perpres or incorporating the program into a revision of Perpres No. 112 of 2022 on the Acceleration of Development of Renewable Energy for the Supply of Electrical Power (“ Perpres 112/2022 ”).
