
ESDM Revises Government Regulation on Direct Utilization of Geothermal Energy

The Ministry of Energy and Mineral Resources (Energi dan Sumber Daya Mineral – “ESDM”) has confirmed that it will revise Regulation of the Government No. 7 of 2017 on Geothermal Energy for Indirect Utilization (“Regulation 7/2017”). Director-General of New and Renewable Energy and Energy Conservation (Energi Baru Terbarukan dan Konservasi Energi/EBTKE) Eniya Listiani Dewi explained that the revision of the regulation is necessary to facilitate the direct utilization of geothermal energy for public activities, including post-harvest agricultural processes.
“This will allow for more exploration of geothermal energy, which can help the community,” said Eniya.
The revision of Regulation 7/2017 has been included as part of this year’s legislative program and is set out in Decree of the President No. 4 of 2025 .
The changes include: 1) Detailed regulations on the auction process are not stipulated in the Regulation of the Government; 2) Simplification of the auction stages, from two stages to one stage; 3) Shortening the timeline in the auction process; 4) Simplification of the auction process; and 5) Simplification in the preparation of work program proposals.
