ESDM to Revise Regulation of the Minister on the Electric Power System Grid

The Ministry of Energy and Mineral Resources (“ESDM”) plans to revise Regulation of the Minister of ESDM No. 20 of 2020 on the Electric Power System Network Rules (“Grid Code”) (“Regulation 20/2020”). Currently, the revision process is in the input-gathering stage, involving feedback from various stakeholders.

“We are compiling issues and problems and mapping out input from stakeholders to refine the final draft of this revision,” said Rahadian Wahyu Pradipta, Deputy Coordinator for National Electricity Planning and Policy Preparation at the Directorate-General of Electricity, Ministry of ESDM.

Meanwhile, Jarot Setiawan, Executive Vice President of Power System Operations at PT PLN (“Persero”), stated that one point requiring revision is the enhancement of disruption mitigation standards by raising the power system standard from the N-1 standard to the N-2 standard. This upgrade is necessary due to blackout incidents in Java and Sumatra caused by the simultaneous loss of more than one main transmission line.

Jarot said that under the N-2 standard, the system is designed to remain stable even if it loses two transmission corridors or its largest power plants at the same time.

“The provisions in the current grid code need to be adjusted to at least N-2, so the system must be prepared at all times to handle the loss of at least two entities,” he explained.
