Export Governance Regulation Proposed Under the Strategic Commodities Bill

The Legislative Body of the House of Representatives of the Republic of Indonesia (Badan Legislasi Dewan Perwakilan Rakyat Republik Indonesia – “Baleg DPR RI”) is continuing its deliberations on the Draft Bill on Strategic Commodities. Martin Manurung, Deputy Chairperson of Baleg DPR RI, emphasized the need to broaden the regulatory scope of the Bill so that it addresses not only strategic commodities but also the development of export-oriented commodities.

"It may also be beneficial for us to further refine this Strategic Commodities Draft Bill by focusing more on export strategy," Martin stated. 

He further expressed the view that a more specific emphasis on export strategy is necessary to increase the country's foreign exchange earnings. The proposal is intended to align with the President's policy on the governance of natural resource exports, which has previously been regulated under Government Regulation No. 24 of 2026 on the Governance of Exports of Strategic Natural Resource Commodities ("PP 24/2026"). Martin expressed his hope that the Strategic Commodities Darft Bill would strengthen the legal framework underpinning such policy.

"This would ensure that the President's policy is supported by a legal basis with the authority of a statute," he added.
