Export Regulations Revised, Exporters Need to Adapt

The government is revising Regulation of the Minister of Trade No. 23 of 2023 on Export Policies and Provisions (“Regulation 23/2023”) to support the implementation of a one-stop export policy effective 1 January 2027. The revision is targeted for completion before PT Danantara Sumberdaya Indonesia (“PT DSI”) is designated as the sole export intermediary.

Kusti Erawati, Senior Policy Analyst at the Deputy for Mineral and Coal Development of the Coordinating Ministry for Economic Affairs, stated that the revision will align the provisions for registered exporters (“ET”) with the new export scheme through PT DSI.

“Discussions are indeed underway regarding the Regulation related to ETs, which is also in line with the export provisions currently being revised, and it is targeted for completion before 1 January 2027,” she told Hukumonline.

In addition to the ET provisions, the revision of Regulation 23/2023 will regulate the mechanism for export policy exemptions granted by the Minister of Trade, as well as adjustments to verification or technical traceability requirements for certain goods. Kusti confirmed that various technical issues have been discussed to prevent obstacles when the single-window export policy is implemented.

Furthermore, the revision of Regulation 23/2023 will include a number of other changes, such as mechanisms for granting policy exemptions and regulating exports by the Minister of Trade, as well as adjustments to the export provisions for certain goods subject to verification or technical traceability requirements.
