The Ministry of Housing and Residential Area (“PKP”) is currently drafting a revision to Regulation of the Minister of PKP No. 9 of 2025 (“Regulation 9/2025”) on Housing Financing Facilitation and Assistance for Low-Income Communities (“MBR”).

Director-General of Residential Area at the Ministry of PKP, Fitrah Nur, stated that in drafting this regulation, his ministry will hold public hearings with the public and developers to ensure the regulation is utilized to its fullest potential. The reason is that, based on previous evaluations, the Ministry of PKP assessed that this regulation has not received a positive response.

“Because so far, hardly anyone has used that facility, only a very small number,” he told Hukumonline. Fitrah noted that the opinions of the public and developers are crucial to consider in revising this regulation so that Regulation 9/2025 can become more appealing and be fully implemented. “We are still reviewing what needs to be improved to elicit a positive response from the market,” he said.

Minister of PKP Maruarar Sirait previously stated that the regulatory revision would cover several aspects, ranging from housing credit or financing schemes, the provision of housing financing subsidies, to further regulations on the implementation mechanisms of financing assistance through various instruments. For example, the Housing Financing Liquidity Facility (“FLPP”) and the Down Payment Assistance Subsidy (“SBUM”)

“We invite the entire housing ecosystem to provide input so that this Regulation is technically and legally sound,” said the man known as Ara.
