The government continues to accelerate business licensing reforms by harmonizing draft amendments to the implementing regulations for the Online Single Submission (“OSS”) system and risk-based business licensing (“PBBR”). Riyatno, Deputy for Investment Climate Development at the Ministry of Investment and Downstreaming, explained that this policy was drafted as a further adjustment to Regulation of the Minister of Investment and Downstreaming/Head of the Investment Coordinating Board No. 5 of 2025 (“Regulation 5/2025”).
“This draft regulation amendment covers various technical and substantive adjustments related to the guidelines and procedures for implementing PBBR through the OSS system, including the simplification of licensing service procedures, adjustments to investment facility provisions, and alignment with sectoral regulatory developments from various ministries and agencies,” Riyatno told Hukumonline.
As is known, Regulation 5/2025 establishes a new operational framework that impacts how corporations design projects, structure capital, expand operations, and execute corporate actions, including clarifying the mechanisms for issuing, amending, and extending Business Licenses and Business Licenses to Support Business Activities (“PB UMKU”). These harmonized changes are intended to align the substance of the regulations with evolving implementation needs in the field.
