Government Drafts Amendment to PP 19 of 2024

The Ministry of Transmigration is currently drafting amendment to Regulation Government No. 19 of 2024 (“ PP 19/2024 ”) on  Implementing Regulation to Law No. 15 of 1997 on Transmigration (“ UU 15/1997 ”). The amendment is intended to serve as a legal basis for the 2025–2029 National Medium-Term Development Plan for Transmigration Areas.

“The revisions include the introduction of new definitions such as Transmigration Transformation and Transpolitan, strengthening the management of transmigration areas, and the provision of land through a mechanism for the release of land management rights,” said an Expert Staff Member at the Ministry of Transmigration, who requested anonymity, to Hukumonline.

This regulation also emphasizes the integration of transmigration area planning with regional spatial plans in support of building a “Golden Indonesia” by 2045. Key features of the transmigration flagship programs include ensuring legal certainty over land rights, improving the quality of human resources, creating employment through industrialization, and fostering multi-sectoral synergy.

“The drafting of the regulation has already received initiative approval from the Minister of State Secretariat, and it is currently being harmonized among ministries/agencies at the Ministry of Law and Human Rights,” he concluded.
