The Government is currently preparing a Draft Regulation of the President (“RPerpres”) on the protection of the digital platform-based transportation ecosystem. This regulation differs from Regulation of the President No. 27 of 2026 (“Perpres 27/2026”), which governs the protection of online transportation workers and was announced by President Prabowo Subianto on Labour Day, 1 May 2026.
“The discussion of this new Perpres does not only address online motorcycle taxi (“Ojol”) partners, but also the broader digital ecosystem,” stated an internal source from the Directorate General of Laws and Regulations (“DJPP”) of the Ministry of Law.
The preparation of this RPerpres will be aligned with the substantive discussions concerning online transportation and the protection of gig economy workers (freelance/platform workers), which are also planned to be regulated in greater detail under a separate Draft Bill (“Draft Bill”), such as a Draft Bill on Online Transportation or a Draft Bill on Platform Worker Protection, both of which are included in the 2026 Priority National Legislation Program. “The discussions will involve multiple sectors,” the source added.
