The government is implementing the provisions of Article 21 paragraph (3) and Article 416 of Law No. 17 of 2023 on Health ("Health Law"), thereby necessitating the establishment of a Presidential Regulation on Health Management ("Draft Presidential Regulation on Health Management").
Director of Legal Harmonization II at the Ministry of Law, Waliyadin, stated that the purpose of its formulation is to improve healthcare services.
"To achieve the highest possible level of public health through the implementation of personal and community health efforts; and to enhance coordination in the delivery of effective, efficient, high-quality, and affordable healthcare services," Waliyadin told hukumonline.com.
Provincial and district/city governments have the authority to establish regional policies for managing health in their areas, which must align with policies set by the central government.
Several key points to be regulated in the Draft Presidential Regulation include maternal, infant, and child health; adolescent, adult, elderly, and disabled care; food and beverage safety; addictive substance control; forensic medical services; primary and advanced healthcare services; health resources; extraordinary events and outbreaks; and public participation.
