
Government Finalizes New Regulation on Health

The Government is finalizing the draft Regulation of the President (“ Perpres ”) on Master Plan for Health Sector (Rencana Induk Bidang Kesehatan– “ RIBK ”) for 2025–2029. This legal instrument will serve as the policy foundation for the development of Indonesia’s health infrastructure over the next five years.
“The substance of the discussion focuses on inter-agency coordination, particularly in efforts to increase health financing, fulfill human health resources, and optimize information technology in healthcare services,” said Waliyadin, the Director of Harmonization of Laws and Regulations II at the Directorate General of Laws and Regulations (Direktorat Jenderal Peraturan Perundang-undangan– “ DJPP ”), in an interview with Hukumonline.
In addition, the DJPP is also preparing a draft Regulation of the Minister of Health (“ Permenkes ”) on the Implementation of Special Allowances for Specialist Doctors, Subspecialist Doctors, Specialist Dentists, and Subspecialist Dentists Serving in Underdeveloped, Border, and Island Regions (Daerah Tertinggal, Perbatasan, dan Kepulauan– “ DTPK ”). This Permenkes is being developed as a follow-up to Regulation of the President No. 81 of 2025 (“ Perpres 81/2025 ”) on the granting of special allowances for doctors serving in difficult areas.
The substance of the regulation shall include provisions on the allowance amounting to Rp30 million per month, funding sources through State Revenue and Expenditure Budgets (APBN) and Regional Revenue and Expenditure Budgets (APBD) via a special transfer mechanism, as well as an integrated mechanism for proposal submission, validation, and payment conducted through the Health Human Resources Information System (Sumber Daya Manusia Kesehatan/SISDMK).
“It is already in the queue for harmonization so that it can be enacted within this year,” he added.
