The Government, through the Directorate General of Laws and Regulations (Direktorat Jenderal Peraturan Perundang-undangan - “DJPP”) of the Ministry of Law, is in the final stages of preparing the Draft Regulation of the Government (“RPP”) on the Special Assignment of State-Owned Enterprises (“BUMN”). This regulation serves as the implementing regulation of Law No. 16 of 2025 on the Fourth Amendment to Law No. 19 of 2003 on BUMN (collectively referred to as “UU 19/2003”).
“RPP on the Special Assignment of BUMN is currently undergoing the harmonization process,” said Unan Pribadi, Director of Harmonization of Laws and Regulations III (HPP III) at DJPP of the Ministry of Law.
BUMN may receive special assignments from the Central Government in relation to the performance of public benefit functions as well as national research and innovation, as provided under Article 3 paragraph (1) of Regulation of the Minister of BUMN No. PER‑1/MBU/03/2023 (“PermenBUMN 1/2023”). Furthermore, this RPP will refine the provisions of Regulation of the Government No. 72 of 2016 which amended Regulation of the Government No. 44 of 2005 (collectively referred to as “PP 44/2005”), by granting authority to BUMN subsidiaries to receive special assignments from the Government.
“It is targeted for completion in the second half of this year,” he added.
