The government, through the Ministry of Law (“ Kemenkum ”), is carrying out the harmonization of the Draft Bill (“ Draft Bill ”) on Housing. One aspect of this effort involves aligning regulations on the conversion of agricultural land.
“Many measures are being undertaken in terms of synchronization and harmonization. For example, regarding sustainable agricultural land, policies on protected rice fields, as well as adjustments to the Spatial Plans (RTRW) and detailed Spatial Plans (RDTR) at the regency and city levels,” said Minister of Law Supratman Andi Agtas in an interview with Hukumonline.
The regulation is intended to support the Three Million Houses program while also promoting food self-sufficiency. For this reason, rules governing the conversion of rice fields are important to align within the Draft Bill on Housing.
The revision of Law No. 4 of 2016 on Public Housing Savings (“ Tapera ”) (“ Law 4/2016 ”) is also included in the Draft Bill on Housing. This is intended to follow up on a Constitutional Court (“ MK ”) decision.
“We are drafting it in the form of an omnibus. There are three laws incorporated within it,” said Supratman.
