Government Initiates Deliberation on Perpres RUEN

The Government has confirmed that the preparation of the National Energy Master Plan (Rencana Umum Energi Nasional - “RUEN”) will proceed following the issuance of Regulation of the Government No. 40 of 2025 on National Energy Policy (“PP 40/2025”). The Secretary-General of the National Energy Council (Dewan Energi Nasional/DEN), Dadan Kusdiana, stated that the RUEN will be regulated under a Regulation of the President (“Perpres”).

“Deliberations have just begun, and the RUEN will be regulated under a Perpres,” said Dadan to Hukumonline.

The RUEN currently under preparation sets out national energy demand and supply planning, including energy requirements, the potential of energy resources, energy supply, strategies for meeting energy needs, as well as decarbonization strategies and targets. It also covers energy indicators, projected investment and financing strategies, as well as regional energy demand and supply plans along with their respective indicators.

The regional framework used as the basis for mapping the RUEN is divided into seven regions, namely Sumatra, Java–Bali, Kalimantan, Sulawesi, Nusa Tenggara, Maluku, and Papua.
