Government Prepares Legal Framework for the Appraiser Profession

The Directorate General of State Assets (Direktorat Jenderal Kekayaan Negara– “ DJKN ”) of the Ministry of Finance (Kemenkeu) is finalizing Draft Bill on Appraisal (“ Draft Bill on Appraisers ”). This regulation, which contains several key provisions related to the appraisal profession, is targeted for completion in the third quarter (Q3) of 2026.

“From a legal perspective, regulating the appraiser profession through a dedicated Law is necessary to ensure certainty, fairness, and legal protection for all parties who use appraisal services — including for the appraisers themselves,” stated the Director of Appraisal at DJKN, Ministry of Finance, Arik Hariyono, in an interview with Hukumonline.

According to him, appraisers constitute a profession that frequently intersects with public interests, as their role is to provide opinions and estimates of the economic value of an object, whether tangible or intangible. The Draft Bill on Appraisers is set out in Regulation of the Minister of Finance No. 70 of 2025 on the 2025–2029 Strategic Plan of the Ministry of Finance (“ PMK 70/2025 ”), with the aim of being included in the 2025–2029 Medium-Term National Legislative Program.

“At present, its progress has reached the harmonization and finalization stages by the Inter-Ministerial Committee (Panitia Antar Kementerian/PAK). Hopefully, it can be completed and issued next year,” he added.
