Government Prepares National Data Exchange Guidelines

The government is preparing Guidelines for National Data Exchange to serve as a framework for cross-sectoral data sharing. These guidelines are being drafted as implementing regulations under Regulation of the President No. 82 of 2023 on Acceleration of Digital Transformation and the Integration of National Digital Services (“Regulation 82/2023”).

“We are drafting data exchange guidelines that are not limited to just statistical and geospatial data,” said Dicky Rahardiantoro of the Secretariat of One Data Indonesia at the Ministry of National Development Planning/Bappenas.

These guidelines are designed to regulate the exchange of various types of data, not limited to aggregated statistical and geospatial data, but also including detailed administrative data. The regulations cover procedures for sharing everything from aggregate data to specific data, including “by name, by address” data and individual data protected under Law No. 27 of 2022 on Personal Data Protection (“PDP Law”).

These guidelines are intended to provide standard procedures for ministries, government agencies, and state-owned enterprises in coordinating and exchanging data. Additionally, the guidelines will clarify the mechanisms for applications, the granting of access rights, and security aspects of inter-agency data processing.

The government has piloted data exchange through a number of national strategic programs. Parallel implementation is also being conducted to support the National Talent Management initiative and the National Key Commodities Dashboard.
