Government Prepares Regulation on Thematic Industrial Zones

The Ministry of Industry supports the development plan for downstream marine and fisheries product zones as thematic industrial zones. This initiative aligns with the national downstream processing program aimed at achieving an 8 percent national economic growth target.

“We are currently preparing the norms, standards, procedures, and criteria for Regulation of a Minister of Industry on Designated Industrial Zones, including thematic industrial zones,” said Winardi, Director of Industrial Zoning at the Ministry of Industry, to Hukumonline.

Thematic industries are an effort to develop industrial sectors in accordance with the specific potential of a given region, while also supporting local economic growth. According to Winardi, industrial zones based on fisheries and marine resources shall still refer to No. 3 of 2014 on Industry (“ Law 3/2014 ”) and Regulation of the Government No. 20 of 2024 on Industrial Zoning (“ Regulation 20/2024 ”).

This means that industrial zones may be eligible for various facilitation measures, such as fiscal incentives, including tax and customs incentives; and non-fiscal incentives, in the form of immigration, land acquisition, and labor-related facilitation.
