
Government Prepares Second Phase of Deregulation

The National Economic Council (Dewan Ekonomi Nasional– “ DEN ”) is currently preparing the second phase of non-tariff measures (NTM) deregulation, referred to as the “bolder phase 2”. DEN Vice Chair, Mari Elka Pangestu, stated that the plan will be implemented with clearer criteria to reduce non-tariff barriers, while also emphasizing exemption for sensitive goods that still require supervision.
“We have indeed removed some non-tariff barriers, but this needs to be continued further,” said Mari.
In addition to simplifying regulations, this new phase will be designed to enhance the competitiveness of the national industry. The government emphasizes that every deregulation policy will be accompanied by a Regulatory Impact Assessment (“ RIA ”), so that its impact on the economy can be measured in a quantifiable manner.
This second phase of deregulation is a continuation of the first phase, which has already eliminated hundreds of Harmonized System (HS) codes and simplified sectoral regulations.
