Government Regulates Compensation for AI Content Scraping

The government continues to finalize its review on the revision of Law No. 28 of 2014 on Copyright, as amended by Law No. 1 of 2026 on Criminal Adjustments (“ Law 28/2014 ”). Not only does this regulation govern the use of Artificial Intelligence (“ AI ”) in music creation, it also provides economic protection for human creators, as well as compensation for press companies whose content is used to train AI machines.

“Provisions on these matters have been proposed to protect journalistic works,” said Agung Damar Sasongko, Director of Copyright and Industrial Design at the Directorate-General of Intellectual Property, to Hukumonline.

The revision of Law 28/2014 focuses on adapting the law to artificial intelligence technology, including determining the legal status of AI-based musical works. This also anticipates technology companies scraping news content/journalistic works as part of AI machine learning without providing compensation.

“We are targeting this year,” he added.
