The Government is currently reviewing a regulation on restrictions of land control and ownership. Pramusinto, Head of the Sub-Directorate for the Control of Land Use and Utilization at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional – “ATR/BPN”), stated that the proposed regulation is intended to prevent the excessive concentration of land ownership and control by a limited number of parties, which may lead to land abandonment.

Pramusinto explained that the proposed regulation is still at the academic review stage. "An academic study on the proposed restrictions has already been conducted. It is expected that the findings of this study will serve as the basis for formulating regulations on the restriction of land control and ownership," he said.

Pramusinto expressed hope that the academic study would ultimately result in a new regulation that more specifically governs restrictions on land control and ownership.

He further explained that the proposed regulation forms part of the Government's efforts to strengthen oversight at the upstream stage. By imposing restrictions on land control from the outset, the Government aims to ensure that every land rights holder is genuinely capable of utilizing the land in accordance with its social function and the purpose for which the land rights were granted.
