Government Revises Transportation PNBP Tariffs

The government, through the Directorate General of Laws and Regulations (“DJPP”) of the Ministry of Law, is finalizing a Draft Regulation of the Government (RPP) on the Types and Tariffs of Non-Tax State Revenue (“PNBP”) applicable to the Ministry of Transportation. The policy will adjust the amount of PNBP tariffs in the transportation sector, particularly in the fields of air, sea, land, and rail transportation.

“The harmonization also agreed on the elimination of a number of types of services whose authority has been transferred to other agencies. One of them is air navigation services, which are now fully the responsibility of the Indonesian Air Navigation Service Provider (“LPPNPI”), in accordance with the provisions of Regulation of the Government No. 77 of 2012 on Indonesian Air Navigation Service Provider (“Regulation 77/2012”),” said Unan Pribad, Director of Harmonization of Laws and Regulations III (DJPP III) to Hukumonline.

Several service tariffs previously set out in Regulation of the Government No. 15 of 2016 on Types and Tariffs of Non-Tax State Revenue Applicable to the Ministry of Transportation (“Regulation 15/2016”) have also been updated in accordance with regulatory needs and developments. For example, the issuance of standard certificates for scheduled commercial air transport is now differentiated between domestic and international, both for passengers and cargo, with more proportional tariffs.

“It is still in the process of harmonization, refinement, and consolidation of the draft concept,” he added.
