Government to Mandate Labels on AI-Generated Content

The Ministry of Communication and Digital Affairs (Komdigi) is preparing a technical regulation under the Draft Regulation of the President (“RPerpres”) on the use of Artificial Intelligence (“AI”) across various sectors. The regulation will require the use of labels or watermarks on AI-generated works.

“For AI watermarks or labeling, the rules will be detailed in a draft Ministerial Regulation, as the implementation of the Presidential Regulation,” stated Radita Ajie, Head of the Legal Bureau at Komdigi, in an interview with Hukumonline.

The RPerpres on AI was completed in October 2025 and has been submitted to the Ministry of Law for harmonization. This RPerpres is part of the 2026 Priority National Legislation Program (Prolegnas).

“The process is ongoing and is targeted to be published in the first quarter of this year,” she added.
