Healthcare Facility Accreditation Provisions to Be Incorporated into Presidential Regulation on JKN

The Ministry of Health (“Kemenkes”) will incorporate provisions on the reform of the healthcare facility accreditation system into the draft Presidential Regulation (“Perpres”) on the National Health Insurance (Jaminan Kesehatan Nasional – “JKN”), which is expected to be issued soon. Minister of Health, Budi Gunadi Sadikin, stated that three key pillars of quality assessment have been incorporated into the draft Perpres. 

“These components will be included in the Presidential Regulation on JKN, which will be issued shortly. We will use it as the basis for amending Regulation of the Minister of Health on accreditation,” Budi said. 

Under the Presidential Regulation on JKN, healthcare facility quality assessments will cover patient experience, clinical outcomes, and the governance of healthcare facilities and human resources. Patient experience will be assessed based on the patient journey and quality of services received, including digital feedback from patients. Clinical outcomes will measure patient safety based on compliance with the National Guidelines for Medical Services and applicable clinical pathways.

Meanwhile, governance assessments will cover financial management, the timely payment of remuneration or service fees to healthcare professionals, and mental health support for healthcare professionals. The new framework positions accreditation as an instrument for the continuous improvement of healthcare service quality.
