
House of Representatives Includes Freelancer in the Manpower Draft Bill

The House of Representatives of the Republic of Indonesia (“ DPR RI ”) is currently drafting a revision of Law No. 13 of 2003 on Manpower, as amended by Regulation of the Government in Lieu of Law No. 2 of 2022 on Job Creation (“ Job Creation Perppu ”) (collectively referred to as “ Law 13/2003 ”). Freelancer and platform workers will be included and discussed in the draft.
“We have included discussions on online workers and all those who can be categorized as workers,” said Irma Suryani, Member of Commission IX of the DPR, toHukumonline.
The discussion on the revision of Law 13/2003 is a follow-up to the Constitutional Court’s decision on Judicial Review of Law No. 6 of 2023 on the Enactment of Job Creation Perppu (“ Law 6/2023 ”). The DPR RI has ensured that this regulation will be discussed comprehensively.
