Commission II of the House of Representatives (“DPR”) plans to initiate deliberations on a Draft Bill on Land Administration next year. The bill is being prepared as a complementary regulation to strengthen land governance following the enactment of the Agrarian Reform Law.
“Therefore, next year we will initiate the Land Administration Law to ensure that all services at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) have greater legal certainty,” said M. Rifqinizamy Karsayuda, Chair of Commission II of the DPR.
He explained that this Draft Bill is designed to ensure that all channels and types of land administration services at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) have greater legal certainty. Following the transfer of authority to handle structural agrarian conflicts to the National Agrarian Reform Agency (“BRAN”), the Land Administration Draft Bill was drafted so that the Ministry of ATR/BPN can focus more intently on improving the governance of land services.
In addition to strengthening the legal certainty of these services, the bill is designed to increase transparency in land tenure, modernize the land administration system to make it more adaptive, and establish provisions to prevent maladministration and criminal offenses related to the organization of land administration.
