Rocky Candra, a member of the Legislative Body of the House of Representatives of the Republic of Indonesia (DPR RI), Rocky Candra is pushing for the establishment of a new oil and gas agency in a proposed amendment to Law No. 22 of 2001 on Oil and Gas, as most recently amended by Regulation of the Government in Lieu of Law No. 2 of 2022 on Job Creation (collectively referred to as “UU 22/2001”).
“There is a need to establish a separate Agency for oil and gas management. We are advocating for the separation of the regulator (the Ministry of Energy and Mineral Resources) and the operators (Special Task Force for Upstream Oil and Gas Business Activities [SKK Migas] and Regulatory Agency for Upstream Oil and Gas [BPH Migas]). The aim is to enhance effectiveness, streamline regulations, and focus on the oil and gas sector,” he told Hukumonline.
He proposed that the agency be under the president and that oil and gas operators be given new authority. “So that operators have their own rules and power to make decisions. Investors need clear rules to be able to invest in Indonesia,” said Rocky.
