Deputy Chairman of Commission V of the House of Representatives of the Republic of Indonesia (“DPR RI”), Syaiful Huda, has requested a roadmap for the 3-Million Houses Program from the Ministry of Housing and Residential Area (“PKP”). This includes the standardization of contractors in relation to the quality of housing construction.
“Currently, we do not have standards that can be used by all contractors. Each contractor has their own specifications, and this has become an issue in terms of standardization,” said Huda.
His party also requested deregulation to be included in the roadmap. A number of existing regulations are considered to be obstacles to the 3-Million Houses Program. One of them is revising Law No. 1 of 2011 on Housing and Settlement Areas, as amended by Regulation of the Government in Lieu of Law No. 2 of 2022 on Job Creation (collectively referred to as “Law 1/2011”).
“It needs to be revised as soon as possible, with the spirit of integrating all the bottlenecks at the regulatory level,” said Huda.
A roadmap for achieving the 3-Million Houses Program is needed because many issues have not been accommodated. These include financing schemes, land acquisition, and decent housing schemes.
“Therefore, in my opinion, the Ministry of PKP must work hard to ensure the roadmap is detailed and that all the obstacles that have been encountered so far can be resolved,” said Huda.
