Implementation of Sweetened Beverage Excise Delayed Until Next Year

The government planned to implement excise duties on sweetened packaged beverages ("MBDK") in the second half of 2025. However, this plan has been postponed until next year.
Director of Non-Communicable Disease Prevention and Control at the Ministry of Health, Siti Nadia Tarmizi, stated that the delay in implementing the MBDK excise policy is linked to current public social conditions.
“(Implementation in) 2025 is still postponed. We are waiting for the Ministry of Finance’s assessment regarding the execution in 2026,” Siti told hukumonline.com.
Siti emphasized that excise duties are part of the regulatory framework for addressing non-communicable diseases through fiscal control of sugar, salt, and fat ("GGL").
The Ministry of Finance and the Food and Drug Supervisory Agency are involved in planning the implementation. The excise duty scheme for MBDK falls under the Ministry of Finance's jurisdiction.
