In RUU Pangan, Business Actors Must Report Stock and Food Surplus

The Draft Bill on Food (“ RUU Pangan ”) will include a comprehensive monitoring system for waste, as well as food waste and food loss. The monitoring is planned to combine data-based digital reporting with direct field inspections.

“One of the key points is the obligation of food business actors to report the availability and remaining food, as stipulated in the national food information system,” said Saadiah Uluputty, a member of Commission IV of the Indonesia’s House of Representatives (DPR), to Hukumonline.

This reporting includes the quantity of food materials received, sold, remaining, and redistributed. The system will be integrated with central government dashboards, such as those of the National Food Agency and relevant ministries.

In addition to digital reporting, Saadiah continued, monitoring will be reinforced through direct inspections conducted by food agencies or special supervisory units. These teams are authorized to examine the food waste management systems at restaurants, hotels, distributor warehouses, as well as food processing industries.

During inspections, the team will verify the data reported digitally and take samples to assess the compliance of business actors with food rescue regulations. “If violations are found, administrative sanctions may be immediately imposed in accordance with the applicable regulations,” Saadiah explained.

This proposal is expected to reduce the levels of food waste and food loss in Indonesia, as well as encourage more efficient and sustainable food management.
