The Ministry of Environment/Environmental Control Agency ("KLH/BPLH ") has proposed strengthening the institutional framework under the Draft Bill on Environmental Management and Climate Change ("Draft Bill"). The proposal seeks to reinforce institutional functions through the establishment of a science-based advisory body to ensure that strategic policies, including the preparation of the national carbon budget and emission reduction targets, are developed on the basis of objective scientific evidence.
"We seek to strengthen the functions of existing institutions rather than establish a new body. The objective is to enhance their role in providing scientific data to support decision-making and policy formulation on climate change," said Ary Sudijanto, Deputy for Climate Change Control at the KLH/BPLH.
In its proposal submitted to the House of Representatives of the Republic of Indonesia ("DPR RI"), the Government plans to strengthen the functions of existing institutions instead of creating a new one. The institution would provide academic and scientific advice to the President in formulating climate change policies, covering mitigation and adaptation strategies, and the allocation of emission reduction responsibilities across sectors and regions.
The proposed institutional framework draws on the model of the United Kingdom's Climate Change Committee, which provides independent recommendations to the Government on emissions reduction targets. However, rather than establishing a separate body, the Government intends to integrate these functions into existing institutional structures in order to strengthen intersectoral coordination and enhance the credibility of science-based climate policy.
