Kemenhub Prepares a Bundling Scheme under the Ship Pilotage Regulations

The Ministry of Transportation (“Kemenhub”), through the Directorate General of Sea Transportation, is currently preparing a Draft Regulation of the Minister (Rancangan Peraturan Menteri - “RPM”) on Ship Pilotage, which introduces a bundling scheme to simplify bureaucratic processes in the maritime sector. The scheme integrates three key stages, namely the designation of pilotage waters, the delegation of service implementation to operators, and the determination of port service tariffs, into a single series of decisions.

The Director General of Sea Transportation, Muhammad Masyhud, explained that one of the main substantive aspects of the draft regulation is the simplification of the process for determining pilotage services. “The procedure for designating pilotage waters will be carried out simultaneously or bundled with the delegation of service implementation and the determination of port service tariffs,” he stated.

Through this mechanism, the government seeks to ensure that there is no longer any gap between the designation of pilotage water status and the readiness of operators that will provide the services. Accordingly, potential gaps in service responsibility that could affect ship safety or operational certainty at ports can be avoided.

The implementation of the bundling scheme in the new regulation forms part of the government’s efforts to improve regulatory governance in the shipping sector. In addition to preparing the RPM, Kemenhub is also preparing a Draft Decree of the Minister (“Kepmen”) as a complementary regulation to support the policy.
