The Ministry of Transportation (“ Kemenhub ”) will revise Regulation of the Government No. 55 of 2012 on Vehicles, which has been partially repealed by PP No. 30 of 2021 (collectively referred to as “ PP 55/2012 ”). Ahmad Yani, Secretary of the Directorate General of Land Transportation at Kemenhub, explained that the revision will include arrangement on the Permitted Gross Vehicle Weight (Jumlah Berat yang Diizinkan– “ JBI ”) and the Maximum Axle Load (Muatan Sumbu Terberat– “ MST ”), in relation to the implementation of the Zero Over Dimension Over Loading (“ ODOL ”) Policy.
“From the Kemenhub, it will certainly relate to the JBI and the maximum axle load, as well as improvements to PP 55/2012,” said Yani to Hukumonline.
The regulatory amendment is aimed at anticipating violations related to overloading and over-dimensioning of freight transport. On the other hand, the Kemenhub is still awaiting the Draft Regulation of the President (“ Perpres ”) on Strengthening National Logistics, which includes provisions on the Zero ODOL policy, before issuing derivative regulations.
“We are awaiting the Regulation of the President (“ Perpres ”), as each ministry and agency has its own respective duties,” said Yani.
