
Kemenkeu Revises Customs Regulations on Repackaging Activities

The Ministry of Finance (“ Kemenkeu ”) is finalizing Draft Regulation of the Minister of Finance (“ Permenkeu ”) which regulates the mechanism for temporary import and export of returnable packages. This regulation will establish the governance framework for the temporary import and export of reusable packaging, whether originating from within Indonesia or from abroad.
The Director of Customs Technical Affairs of the Directorate General of Customs and Excise of Kemenkeu, Susila Brata, explained that the new regulatory framework covers the definitions and scope of eligibility requirements for goods. It also specifies the parties entitled to apply the customs provisions governing the importation and exportation of returnable packages.
“At present, the regulation is undergoing harmonization at the Ministry of Law,” Susila told Hukumonline.
The mechanism for the temporary import and export of returnable packages currently refers to Permenkeu No. 178/PMK.04/2017 on Temporary Imports, as amended by Permenkeu No. 106/PMK.04/2019 (collectively referred to as “ Permenkeu 178/2017 ”), along with its implementing guidelines as updated through Regulation of the Director General of Customs and Excise No. PER-30/BC/2024 on the Amendment to Regulation of the Director General of Customs and Excise No. PER-7/BC/2021 on Procedures for the Entry and Release of Goods to and from Bonded Storage Areas (collectively referred to as “ PerDJBC 7/2021 ”).
