
Kemenkop Will Not Use PLN Quota for the 100 GW PLTS Program

The Ministry of Cooperatives (Kemenkop) is still preparing regulatory support for the 100-gigawatt Solar Power Plant (“ PLTS ”) program for the Red and White Village Cooperatives (Koperasi Desa Merah Putih-“ KDMP ”). The Minister of Cooperatives, Ferry Juliantono, has confirmed that the formulation of the new policy will focus on accelerating the adoption of PLTS to meet the needs of the program.
“The technical regulations are still being prepared; the most important thing is that they can be effectively applied in the community,” Ferry told Hukumonline.
Ferry explained that several villages have already been designated as pilot projects utilizing mini-scale PLTS to support KDMP activities, including the operation of village retail stores, logistics warehouses, village clinics and pharmacies, as well as other cooperative business facilities. To expand the utilization of such mini-scale PLTS, he confirmed that the installation of PLTS will not be required to use the rooftop PLTS quota allocated by Perusahaan Listrik Negara (“ PLN ”).
According to Ferry, the use of a quota mechanism could, in fact slow down the adoption of PLTS by KDMP, thereby potentially hindering the achievement of the 100-gigawatt PLTS target. “I believe there is no need to apply a quota mechanism for this PLTS program,” he explained.
