
Kemenkum Targets Completion of RPP Implementing the New KUHAP by September 2026

The Ministry of Law is targeting the completion of Draft Regulation of the Government on the Implementation of the Criminal Procedure Code (“RPP on the Implementation of KUHAP”) by September 2026. Deputy Minister of Law Edward Omar Sharif Hiariej said that the drafting of the RPP is already at the final stage.
“The RPP is still under discussion, perhaps for another two or three meetings. Hopefully, it can be signed by the President this September,” said Eddy.
Eddy explained that the RPP on the Implementation of KUHAP will consist of 253 articles. It is being drafted in detail to prevent any overlap and disputes concerning its technical implementation in practice.
In a separate interview, Director General of Laws and Regulations at the Ministry of Law Dhahana Putra said that the RPP Implementing KUHAP integrates 23 implementing regulations mandated by the 2025 KUHAP, covering technical rules on coordination between investigators and public prosecutors, the implementation of plea bargaining, and deferred prosecution agreements (“DPA”).
“The draft is already 80% complete. Hopefully, we can finalize it and have it promulgated soon,” Dhahana told Hukumonline.
