KKP Prepares Guidelines for SHTI Issuance to Align with IJEPA

The Ministry of Marine Affairs and Fisheries (Kementerian Kelautan dan Perikanan – “KKP”) is preparing guidelines for the issuance of Fish Catch Certificates (Sertifikat Hasil Tangkapan Ikan – “SHTI”) to support the utilization of preferential tariff rates under the Indonesia–Japan Economic Partnership Agreement (“IJEPA”). The preparation of these guidelines forms part of the government's harmonization efforts to enable more fisheries exporters to benefit from the 0% preferential tariff for exports to Japan.

Acting Director General of Marine and Fisheries Product Competitiveness (Penguatan Daya Saing Produk Kelautan dan Perikanan – “PDSPKP”), Erwin Dwiyana, stated that the guidelines are being developed in coordination with the Ministry of Trade and the Ministry of Foreign Affairs.

“The Government, through the KKP in collaboration with the Ministry of Trade and the Ministry of Foreign Affairs, continues to conduct outreach and provide assistance in fulfilling the applicable requirements, carry out administrative verification and technical inspections for the issuance of registration numbers, prepare guidelines for the issuance of SHTI for IJEPA preferential tariff purposes, and open the next registration phase so that more exporters can benefit from the 0% tariff facility under the IJEPA framework,” Erwin said.

In addition to preparing the SHTI issuance guidelines, the Government is also conducting outreach and providing assistance to business actors in meeting the applicable requirements, as well as carrying out administrative verification and technical inspections for the issuance of registration numbers. Furthermore, the Government plans to open the next phase of registration to expand the number of exporters eligible to utilize the preferential tariff facilities available under the IJEPA framework.
