
KLH Prepares New Regulations on Sanctions for Mangrove Destroyers

The government issued Regulation of the Government No. 27 of 2025 on the Protection and Management of Mangrove Ecosystems (“ PP 27/2025 ”). In relation to this, the relevant authorities are also preparing 8 Regulations of the Minister and 5 Decrees of the Minister as implementing regulations.
“There is a six-month period for some, and a one-year period for others, starting from the effective date of this Regulation of the Government,” said Puji Iswari, Director of Protection and Management of Terrestrial Ecosystems at the Ministry of Environment, to Hukumonline.
The Ministry, according to Puji, has prepared draft regulations and is collaborating with the relevant ministries. One of the Regulations of the Minister being prepared is the imposition of administrative sanctions, which is the implementation of provisions of Article 39, paragraph (5) of the PP.
This regulation states that violators, both business entities and government agencies, will be subject to administrative sanctions if they violate the provisions. These sanctions include the obligation to undertake mitigation and restoration efforts for the damage caused to the mangrove ecosystem. The forms of sanctions may include written reprimands, government coercion, suspension of environmental approvals, and revocation of environmental approvals.
