The government is preparing a Draft Regulation of the Minister of Environment on the Asseement Procedures for Regional Government’s Performance in Controlling Pollution and Environmental Damage. There are 29 dictums outlined in the draft.
“This is the procedure for regional governments to manage the environment. Of course, it includes matters related to budget, human resources, organization, and performance outcomes,” said Sayid Muhadhar, Director of Pollution Control and Damage to Coastal and Marine Areas, at the Ministry of Environment, to Hukumonline.
The purpose of this regulation is to assess the efforts of provincial and regency/city governments in controlling and/or preventing environmental damage through work programs. To achieve the targets, regional governments may also invite and collaborate with the private sector.
Several work programs that must be carried out include the following:
Blue Sky (program for air quality protection and management);
Sustainable Coast (program for pollution control and damage prevention of coastal and marine areas);
Green Indonesia (program for land degradation control);
Clean River (program for water quality protection and management);
Sustainable Peatland (program for peat ecosystem damage control);
Pro-Biodiversity (program for biodiversity management).
Regional governments plan and implement work programs, then report the results in the form of changes in environmental quality such as water quality index, air quality, land cover, seawater quality, and reduction of threats to biodiversity loss.
The private sector will be involved in these programs. For example, in the Blue Sky program, the government can encourage the use of electric vehicles and the use of environmentally friendly fuels (new and renewable energy) to reduce exhaust gas emissions.
