The government, through the Ministry of Communication and Digital Affairs (“Komdigi”), is currently preparing Draft Regulation of the President on Digital Government (“Draft Regulation”). Director of Digital Government Applications Yessi Arnaz explained that this regulation will harmonize other regulations, such as the One Data Indonesia (“SDI”) Draft Bill and the Population Administration Draft Bill.
“So, it is this cross-sectoral collaboration among ministries/agencies that will be integrated into the regulatory architecture of digital government,” Yessi told Hukumonline.
Furthermore, this Draft Regulation requires every Ministry/Agency to develop applications only in accordance with their primary functions and business processes, with inter-agency data needs to be supplied through data-sharing schemes and the SDI policy. This decisive measure will be implemented through a joint moratorium to halt and eliminate thousands of applications owned by Ministries/Agencies, down to the regional government level, that are either dormant or operating only partially.
“We will conduct an assessment for the migration, termination, and transition of every existing application and portal so that they are consolidated into a single data source,” she added.
