Komdigi Prepares Guidelines for Digital Asset and Service Management

The Ministry of Communication and Digital Affairs (“Komdigi”) is currently preparing a Draft Regulation of the Minister (“RPermen”) on Guidelines for Information and Communication Technology (Teknologi Informasi dan Komunikasi - “TIK”) Asset Management, as well as Guidelines for the Management of Electronic-Based Government System (Sistem Pemerintahan Berbasis Elektronik - “SPBE”) Services. This regulation is intended as an effort to improve digital governance, which is considered to remain suboptimal in a number of central and regional government institutions.

“TIK asset management is no longer merely a matter of inventorying goods. It is a risk mitigation instrument designed to close backdoor vulnerabilities that often exploit unmanaged assets,” said the Director of Electronic Certification and Transaction Supervision at Komdigi, Teguh Arifiyadi, to Hukumonline.

This regulation is not merely an administrative effort, but a legal instrument designed as a direct derivative of Regulation of the President No. 95 of 2018 on SPBE (“Perpres 95/2018”), with its main focus on integrating SPBE asset and service management into a single national standard that is measurable, accountable, and transparent. This RPermen also mandates periodic monitoring and evaluation mechanisms to prevent budget inefficiencies arising from unused assets.

“It is still undergoing public consultation,” he added.
