The Ministry of Communication and Digital Affairs (“Komdigi”) is accelerating strategic measures to transform regional Technical Implementing Unit (Unit Pelaksana Teknis - “UPT”). Two Draft Ministerial Regulations (Rancangan Peraturan Menteri/RPM) issued by Komdigi focus on the Organizational Structure and Work Procedures (Organisasi dan Tata Kerja - “SOTK”), as well as the Classification Criteria for UPTs in the fields of Radio Frequency Spectrum Monitoring and Digital Infrastructure.

“These changes ensure that the state is present not only to oversee the orderly use of the radio frequency spectrum, but also to actively monitor the quality of telecommunications services and ensure that the deployment of digital infrastructure is carried out equitably, objectively, and in a measurable manner throughout Indonesia,” stated Meutya Hafid.

The new principal duties of the UPTs will include carrying out supervision and control over both the use of the radio frequency spectrum and digital infrastructure. Upon the promulgation of these regulations, Regulation of the Minister of Communication and Informatics No. 16 of 2017 on the Classification Criteria for Technical Implementating Units in the Field of Radio Frequency Spectrum Monitoring (“Permenkominfo 16/2017”) and Regulation of the Minister of Communication and Informatics No. 1 of 2022 on SOTK UPT (“Permenkominfo 1/2022”) will be repealed and declared invalid.
