The Director-General of New, Renewable Energy and Energy Conservation (“Dirjen EBTKE”), Eniya Listiani Dewi, presented the draft Regulation of the Minister of Energy and Mineral Resources regarding the deregulation of the use of Solar Power Plants (Pembangkit Listrik Tenaga Surya – “PLTS”). She explained that the strong interest from industries in developing PLTS for their own use is the main reason behind the formulation of this regulation.
“There is strong interest from the industrial sector in developing PLTS for self-use,” explained Eniya.
Currently, there is no specific regulation that governs the mechanisms for ground-mounted or floating PLTS for personal interest. This situation has left PLN without a sufficient legal basis to interconnect such power plants to the grid. There are also no existing regulations regarding PLTS developed in collaboration between business area holders and PLN.
According to Eniya, this draft regulation will cover general provisions, rooftop PLTS systems, PLTS for personal interest, as well as mechanisms for PLTS developed in collaboration with business area holders and PLN. In addition, it will also regulate sanctions and transitional provisions.
