Ministry of Agriculture Revises Fertilizer Registration Regulation

The Ministry of Agriculture (Kementan) is revising the Regulation of the Minister of Agriculture concerning fertilizer registration. Karmila Ginting, Head of the Substance Group (“Kapoksi”) for Fertilizer Supervision Region 3 at the Directorate of Fertilizers, stated that the revision process is currently still under discussion.

“Currently, revisions to the Minister of Agriculture Regulation on fertilizer registration are underway,” said Karmila.

The revision is intended to enhance protection for farmers against the circulation of illegal and counterfeit fertilizer products. The regulatory changes are aimed at strengthening the legal compliance and quality assurance aspects of fertilizers distributed in the market.

One of the key points under consideration in the revision is the proposed requirement to include a barcode or Quick Response (QR) code on every fertilizer package. According to Karmila, several producers have already begun voluntarily implementing barcode labeling. However, the requirement has not yet become mandatory, as the official regulation is still pending enactment.

Prior to the enactment of the new Ministerial Regulation, fertilizer registration requirements still refer to Regulation of the Minister of Agriculture No. 1 of 2019 concerning the Registration of Organic Fertilizers, Bio-Fertilizers, and Soil Conditioners (“Permentan 1/2019”), and Regulation of the Minister of Agriculture No. 36/PERMENTAN/SR/10/2017 concerning the Registration of Inorganic Fertilizers (“Permentan 36/2017”).
