The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (“ATR/BPN”) has stated that there are several challenges in the designation of Sustainable Food Agricultural Area/Sustainable Food Agricultural Land (“KP2B/LP2B”). Chriesty E. Lengkong, Director of Regional Spatial Planning Development for Region II, explained that these challenges stem from the ongoing conversion of land and the weak implementation of existing regulations.
"We are still seeing a high rate of land-use conversion in the regions, along with weak regulatory implementation," she said.
Several policy and regulatory issues in the designation of KP2B/LP2B include the lack of data synchronization between the central government and regency/city governments, and the suboptimal use of control instruments, particularly in the mechanisms for providing incentives and disincentives. In addition, agricultural infrastructure remains insufficient to support productivity, and there are still conflicts between agricultural land use and other sectors.
To address these issues, the Ministry of ATR/BPN is preparing improvements to the implementation of incentive and disincentive schemes, as well as strengthening control and enforcement of land utilization to support food security.
