The Ministry of Creative Economy (“ Kemenekfraf ”) is currently drafting regulations on assessment services for holders of Intellectual Property (Hak Kekayaan Intelektual– “ HKI ”), as a bankable asset. This capital access policy is aimed at supporting creative industries facing capital constraints, particularly startups in the digital sector such as local game and app developers.
“The drafting of this regulation is being coordinated with the Ministry of Finance and the Financial Services Authority to design a more inclusive funding model for digital-based companies,” said Yuana Rochma Astuti, Director of Digital Content of the Ministry of Creative Economy, to Hukumonline.
Furthermore, the Ministry of Creative Economy will also synchronize various regulations to strengthen creative industry as a sector capable of creating quality job opportunities, especially for the younger generation. This includes forming a small team to discuss policies that better support startups in gaining access to capital.
“We are looking for a suitable funding mechanism, because essentially there is no prohibition against using HKI as collateral for loans/financing,” she explained.
