Ministry of Finance Finalizes Regulations on Airport Service and Facility Fees

The government is finalizing the Draft Regulation of the Minister of Finance on Service Tariffs for Public Service Agencies of Airport Operators Unit under the Ministry of Transportation (“RPMK Tariff”). Through this regulation, the government will set the tariffs for services and fees charged for airport services in Indonesia.

“Currently, it is being harmonized at the Ministry of Law,” said Ririn Kadariyah, Director of Financial Management Development of the Public Service Agency, Directorate General of Treasury, the Ministry of Finance, to Hukumonline.

The types of service tariff referred to include aircraft passenger service charge (pelayanan jasa penumpang pesawat udara/PJP2U) or Passenger Service Charge (PSC) and aircraft landing, placement, and storage service charges (pelayanan jasa pendaratan penempatan penyimpanan pesawat udara/PJP4U). This policy aims to manage airports based on an ecosystem approach so that all parties can synergize to improve services for the public.

In addition, the government has issued Regulation of the Minister of Finance No. 18 of 2025 on Value-Added Tax on the Provisions of Scheduled Domestic Commercial Air Transportation Services in Economy Class Borne by the Government for Fiscal Year 2025 (“PMK 18/2025”), which regulates the policy of partially covering VAT on domestic flight tickets by 6%. Under this policy, the public will only charge a 5% VAT.
