
Ministry of Finance Restricts Imports of Duplex Cardboard from Three Countries

The government is finalizing a Draft Regulation of the Minister of Finance (“Draft Regulation”) to impose Anti-Dumping Import Duty (“BMAD”) on imports of duplex cardboard (duplex board) products from the Republic of Korea, Malaysia, and Taiwan. This policy is being pursued as a form of protection for the domestic industry, which has been harmed by indications of dumping during the 2021-2023 period.
“Sustained pressure on import prices has forced the domestic industry to sell below cost,” said Akbar Harfianto, Head of the Sub-Directorate of Excise Tariffs and Base Prices at the Directorate-General of Customs and Excise (“DJBC”), Ministry of Finance, to Hukumonline.
The Indonesian Anti-Dumping Committee (“KADI”) report found varying dumping margins, reaching as high as 29.06% for Taiwanese exporters who were uncooperative during the investigation process. The investigation was conducted at the request of PT Indah Kiat Pulp & Paper Tbk as a domestic industry, against imports of duplex board with post tariffs ex 4810.32.90 and ex 4810.92.90. The dumping investigation period ran from January to December 2023, with loss analysis from 2021 to 2023.
