Ministry of Health Prepares Changes to Requirements for Healthcare Accreditation Surveyors

The Ministry of Health (“Kemenkes”) is preparing changes to the provisions governing the role of healthcare facility accreditation surveyors. According to Minister of Health Budi Gunadi Sadikin, the changes will be stipulated under a Regulation of the Minister of Health (“Permenkes”).

“Surveyors currently only work through a checklist. We intend to improve this and change their role so that, if possible, it will no longer be limited to simply completing a checklist,” Budi said.

Budi explained that the proposed changes are intended to address weaknesses in the existing system, which is considered overly focused on formalities and susceptible to conflicts of interest. Under the proposed framework, the role of surveyors will shift toward that of auditors who assist the Ministry of Health in conducting periodic and continuous supervision. Budi indicated that supervision and reporting could be conducted at intervals of three, six, nine, or 12 months.

Budi further explained that, with the increasing use of digital-based reporting, including data integration and patient feedback through the SATUSEHAT application, assessments of formal administrative inputs will no longer require the predominant physical presence of surveyors. Instead, surveyors will focus on assisting the Ministry of Health in monitoring substantive conditions in the field that cannot be adequately captured through documentary reporting alone.
