The Ministry of Home Affairs (“Kemendagri”) is accelerating the revision process of Regulation of the Minister of Home Affairs (“Regulation”) No. 120 of 2018 on the Amendment to Regulation No. 80 of 2015 on the Formulation of Local Legal Products (collectively referred to as “Regulation 80/2015”). This step is being taken to align with the dynamics of central regulations and to improve the quality of lawmaking at the local level.
“We are currently finalizing the revision process for Regulation No. 120 of 2018. The goal is to have it published and enacted this year,” said Raja Sianturi, a Legal Analyst at the Directorate-General of Regional Autonomy (“Ditjen Otda”) of the Ministry of Home Affairs, to Hukumonline.
This step was taken in response to the implementation of a number of regulations (“Omnibus”) as well as regional autonomy dynamics that demand the legislative process at the regional level to be faster and free of overlap. This revision is expected to streamline the bureaucracy of draft regional regulation evaluations and strengthen the role of electronic assistance (“e-perda”) in the drafting of regional legal products.
