Ministry of Industry Revises Chemical Labeling Regulations

The Ministry of Industry (“Kemenperin”) plans to update the classification and labeling standards for chemicals through a revision of Regulation of the Minister of Industry No. 23/M-IND/PER/4/2013 on the Globally Harmonized System of Classification and Labeling of Chemicals (“Permenperin 23/2013”). 

“We will revise Permenperin 23/2013, which will amend Regulation of the Minister of Industry No. 87/M-IND/PER/9/2009 (“Permenperin 87/2009”) concerning the Globally Harmonized System of Classification and Labeling of Chemicals,” stated Triani, Head of the Public Service Monitoring and Evaluation Team at the Directorate of Upstream Chemical Industry of the Ministry of Industry. 

Triani explained that the revision will update the reference standard from the previously adopted 4th edition of the UN Purple Book (Globally Harmonized System – “GHS”) to the 7th edition of the UN Purple Book. This adoption is considered highly relevant for implementation in Indonesia, notwithstanding that the international standard has already reached the 11th edition.

The revision will also utilize two new Indonesian National Standards (Standar Nasional Indonesia – “SNI”) developed jointly with the National Standardization Agency (Badan Standardisasi Nasional – “BSN”) as technical references, namely SNI 9030-1:2021 concerning the Globally Harmonized System Part 1 on hazard classification, and SNI 9030-2:2021 concerning the Globally Harmonized System Part 2 on Safety Data Sheets (“SDS”) and chemical labeling.
